The system also includes a response surface methodology (RSM) calibration module (104) configured to develop empirical regression models using Box-Behnken Design. The system also includes a hybrid Quantum Neural Network-Elephant Herding Optimization (QNN-EHO) prediction module (106) configured to model nonlinear relationships between input dam variables and output breach parameters using quantum neural network-based function approximation. The system also includes a classification module (108) configured to categorize dams based on design type and structural characteristics to enhance predictive accuracy. The system also includes an output module (110) configured to generate and provide predicted dam breach parameters."
