MUMBAI, India, Feb. 27 -- Intellectual Property India has published a patent application (202631016602 A) filed by Dr. Abhishek Roy; and Dr. Madhu Bala Roy, Kolkata, West Bengal, on Feb. 14, for 'a secure portable generative ai platform based device for e-governance decision support.'

Inventor(s) include Dr. Abhishek Roy; Dr. Madhu Bala Roy; and Ms. Puja Banerjee.

The application for the patent was published on Feb. 27, under issue no. 09/2026.

According to the abstract released by the Intellectual Property India: "A Secure Portable Generative AI Platform based device for e-Governance Decision Support The present invention relates to a secure, portable Generative Artificial Intelligence (AI) hardware system for e-Governance and administrative decision support. The invention provides a self-contained device embedding a governance-trained Large Language Model (LLM) permanently within read-only memory (ROM), enabling fully offline, on-premise inference without reliance on cloud infrastructure. The device is configured to generate context-aware unbiased, precedent-aware and legally compliant responses for governance-related queries including policy interpretation, document drafting, and administrative decision support, while ensuring data sovereignty and confidentiality. The hardware comprises a multi-core processor, a neural processing unit, accelerator cores, secure memory, and cryptographic security modules optimized for transformer-based inference. The embedded LLM incorporates a mixture-of-experts transformer architecture with sparse attention and rotary positional encoding, is quantized and stored in ROM, and is trained exclusively on authenticated government datasets. The invention further includes a document integrity subsystem that embeds cryptographic hashes with system identifiers and timestamps into generated documents, enabling authentication, tamper detection, and version traceability, thereby providing a secure and sovereign AI platform for governmental operations."
