The invention comprises a data acquisition module configured to receive user-related data from one or more heterogeneous sources, a preprocessing and normalization engine configured to convert the received data into a normalized feature structure, a cohort determination engine configured to identify target users eligible for common recommendation delivery, and a shared decision state generator configured to derive a common decision representation for the identified users. An artificial intelligence inference engine processes the common decision representation to generate one or more candidate recommendation outputs, and a recommendation standardization engine converts the candidate recommendation outputs into a standardized recommendation package. A validation engine verifies identity or equivalence of the standardized recommendation package prior to dissemination, and a dissemination controller transmits the validated recommendation package to multiple user endpoints. The invention improves consistency, synchronization, auditability, fairness, and technical reliability in multi-user recommendation delivery systems."
