A maximum power point tracking and DC/DC converter unit (106) optimizes power extraction from each tile (102a), while a battery management system (108) forecasts available energy and ensures safe battery operation. A network interface (110) connects the AV (104) with mobile edge computing-enabled roadside units (112) and a cloud server (114), enabling adaptive data rate computation. A computation delay calculator (116) and energy consumption estimator (118) evaluate local, edge, and cloud execution options. A central computing unit (120) employs a solar-aware multi-population quantum state optimizer (122) to select optimal task offloading decisions enforced by a task dispatcher (126)."
