The system comprises a telemetry input interface that receives an actuation event signal and an infrastructure health metric signal, and a regulatory controller implemented as an ASIC or FPGA. The regulatory controller comprises a regulatory memory, a write head and a read head operating according to a predefined timing sequence, a stability evaluation logic to evaluate temporal relationships relative to an adaptive stability envelope, and a control signal generation logic to generate a bounded control signal when divergence is detected. A regulated output interface transmits the bounded control signal to a defense actuation mechanism to modulate subsequent defense actions."
