The system comprises traffic source devices generating data packets, a network interface device positioned at an ingress or egress point and identify traffic groupings and derive traffic observation data, a computing arrangement to evaluate the traffic observation data over a temporal window, compute a defensive activation magnitude, constrain the magnitude within an adaptive stability envelope, derive a defensive control state, and generate a rate parameter, and a rate-limiting device integrated within the network interface device to regulate packet transmission timing at a line rate based on the rate parameter. The system provides adaptive, bounded, and rate regulation for maintaining stable packet transmission behavior under dynamic traffic conditions."
