The method comprises: a terminal device (101) receiving a media access control-control element (MAC CE) sent by a network device (102), wherein the MAC CE is used for triggering the terminal device (101) to execute GNSS measurement (301); and determining a time domain starting location of a GNSS measurement occasion according to a first effective slot of the MAC CE, and performing GNSS measurement within the measurement occasion (302). In this way, the terminal device (101) can accurately determine the GNSS measurement occasion according to the first effective slot of the MAC CE and perform GNSS measurement within the measurement occasion, such that measurement requirements of location information of the terminal device (101) in a connected state can be met, and normal transmission of data can be ensured."
