The composite (102) is coated with a plaster layer that protects against abrasion and environmental degradation, and a finish coating that reduces surface heat absorption. The disclosure provides a stable, permeable, and thermally comfortable paving solution suitable for urban outdoor applications. The method provided is simple and scalable. The structural configuration of the paver block allows rapid ingress, temporary retention, and gradual percolation of rainwater, effectively preventing waterlogging, reducing surface runoff, and promoting groundwater recharge."
