The system (100) is configured to receive an ETRM PDF document (110) and generate, based on the ETRM PDF document (110), a background template by removing foreground text while preserving graphical layout elements. The system (100) identifies a plurality of text regions, determine a replaceability label for each text region using a replaceability classification engine, and generate synthetic textual content for at least one replaceable text region using a large language model (LLM) with contextual prompts derived from the ETRM PDF document (110). The system (100) determines region-wise rendering attributes and generate the synthetic PDF document by rendering, via a synthetic PDF rendering engine, the synthetic textual content onto the background template while preserving original text content in each non-replaceable text region."
