The method comprises: sending retransmission instruction information to a network device, wherein the retransmission instruction information is used for instructing a terminal to perform retransmission of uplink control information on a common physical uplink control channel resource; on the basis of a retransmission instruction sent by the network device, determining the number of times that the uplink control information is sent on the common physical uplink control channel resource; and according to the determined number of times, sending the uplink control information on the common physical uplink control channel resource. By means of the present disclosure, sending of uplink control information on a common physical uplink control channel resource can be performed according to the determined number of times, implementing coverage enhancement of the common physical uplink control channel."
