The system comprises one or more processors, memory devices, communication interfaces, and software modules configured to receive waiting requests, electronically negotiate waiting parameters, generate authenticated digital waiting agreements, validate waiting duration, determine waiting compensation, process electronic settlements, and securely maintain waiting transaction records. The system further comprises a Sponsorship Management Module configured to determine sponsorship eligibility and process full or partial waiting compensation through authorized sponsors. An Emergency Management Module receives predefined emergency categories and automatically applies configurable waiting compensation policies including sponsorship, subsidy, reimbursement, waiver, or priority processing.
