Abstract: The present disclosure relates to a to a hardware-integrated payment orchestration system(100) and method for controlling transaction authorization and settlement over a payment network. The system comprises a transaction initiation device (101), a payment network interface controller (102), a Processing server(103), and a persistent storage module. A refundable security amount is stored as a collateral ceiling value (CCV)(200), while a running outstanding balance (ROB)(201) is maintained based on transaction events. Upon receiving a purchase transaction signal(211), the system(100) computes a projected outstanding balance and selectively permits or blocks the transaction by comparing the projected outstanding balance with the CCV. A Reserved fund state(205) is established, followed by execution of a partial capture instruction for a user-selected payment amount and a refund instruction for a residual amount. The ROB is updated and the refundable security amount is released upon completion, thereby preventing unsecured exposure and reducing unnecessary fund blocking.
