The apparatus comprises a photonic quantum entropy front-end (100) including a superluminescent LED source (101) and a balanced photodetector (102), a sensor interface and class tagger (200) including a multi-channel sensor bus (201) and a stratum/class label tagger (202), an FPGA stratum-arbiter module (300) including an entropy estimator (301), a Neyman allocation comparator (302), and a gate decision logic module (303), a hardware sample-gate and DMA block (310) including a MOSFET DMA gate (304), a provenance and attestation module (400) including an Ed25519 hardware signer (401) and a tamper-evident status ROM (402), and a host co-processor (500) including a PCIe/AXI bridge (501) and a data-processing host (502). The apparatus generates entropy- conditioned acceptance decisions, physically controls sample transfer through DMA gating, and generates cryptographically signed provenance records associated with accepted acquisition batches.
