Abstract: The present disclosure relates to a real-time network-level phishing detection and adaptive access control system (100) and method (200) for identifying phishing attempts and controlling access to target resources during handling of network requests. The system (100) comprises an input interface (102) configured to receive a network request corresponding to a target resource, and a traffic interception unit (104) configured to capture real-time traffic data associated with the network request prior to completion of access to the target resource. A feature extraction unit (106) is configured to extract multi-layer features from the captured traffic data. A processing circuitry (108) is configured to process the extracted features to generate a confidence score indicative of phishing probability. A confidence evaluation unit (110) evaluates the confidence score, an adaptive decision unit (112) determines a risk category, and a response enforcement unit (114) controls access based on the determined risk category.
