Abstract: ABSTRACT A system and method for adaptive risk-tier mitigation and decision control The present invention relates to a system and method for adaptive risk-tier mitigation and decision control in a cyber–physical infrastructure. The invention receives anomaly detection outputs, contextual threat information, and operational parameters associated with monitored nodes to generate adaptive mitigation decisions. The system comprises a threat intelligence interface module, a global stress estimation module, a stress-adaptive threshold modulation module, a risk-tier assignment module, an action intensity computation and temporal smoothing module, a decision mapping module, a priority ranking module, a resource-constrained mitigation selection module, and a mitigation execution module. The method includes determining a global operational stress metric, dynamically adjusting mitigation thresholds, assigning mitigation tiers, computing and temporally smoothing mitigation action intensity values, generating operational decision codes, prioritizing monitored nodes, selecting mitigation actions within a predefined mitigation resource budget, and generating mitigation control signals for execution. The invention improves operational stability, reduces oscillatory mitigation behaviour, optimizes mitigation resource utilization, and provides a detector-independent framework for deployment in cyber–physical infrastructures.
