The method (600) comprises deriving (608) a composite livability index for each intra-regional analysis zone based on the zone-specific indicators, and generating (610) a transient flood inundation output for the geographical region based on a temporal-frequency-based analysis of water detections derived from the acquired multi-temporal and multi-source spatial data. The method (600) comprises determining (612) future development investability of each intra-regional analysis zone based on the composite livability index and the transient flood inundation output, wherein the method (600) generates the geographical region assessment for spatial planning, risk assessment, and development decision support.
