The system receives structured governance claim records, uploaded evidence files, and public website or portal references. The system converts each declared claim into a standardized governance claim object, extracts claim attributes including department, location, claim type, declared status, dates, beneficiaries, and evidence references, and compares the claim against multi-source validation signals. The system performs public data anchoring, portal relevance scoring, evidence file strength scoring, declared-status verification, implementation gap scoring, contradiction detection, and explainable reason-code generation. The system generates a reality validation score, an implementation gap score, a risk classification, reason codes indicating why a claim is validated, weakly supported, doubtful, contradicted, or unverified, and corrective action routing recommendations such as field verification, beneficiary confirmation, document resubmission, grievance reopening, dashboard correction, or audit escalation.
