The system (100) comprises a host subsystem (102) having a processor (104), a memory (106), a database (108), and a communication interface (110), and a trusted peripheral device (112) including a microcontroller (114), a display (116), a confirmation control (118), a secure element (120), and a secure flash memory (122). The host subsystem (102) determines whether a retrieval query requires consent-gated retrieval, generates a consent request, and temporarily suspends decryption. The trusted peripheral device (112) generates and presents a consent clause, receives physical user acknowledgement, verifies the request, derives and releases a per-query decryption key, and generates a cryptographically signed consent receipt.
