Abstract: ABSTRACT A System and Method for Intelligent Cloud Resource Allocation and Dynamic Workload Optimization Using Machine Learning The present disclosure relates to intelligent allocation of cloud resources and dynamic optimization of workloads. The system includes a workload acquisition module, a cloud resource monitoring module, a Digital Resource Genome modeling module, a Workload DNA characterization engine, a federated predictive resource intelligence module, a carbon-aware execution optimization module, a quantum-inspired resource optimization engine, a self-healing resource orchestration module and a processor operatively connected to the modules. The system creates behavioral profiles of cloud resources and execution profiles of workloads from which to determine workload placement strategies based on compatibility. Distributed cloud environments use federated predictive intelligence mechanisms to forecast workload demand variability and infrastructure conditions. Environmentally sustainable workload execution is possible with carbon-aware optimization and optimal resource allocation configurations considering multiple operational objectives are found through quantum-inspired optimization. The self-healing orchestration framework autonomously performs anomaly detection and infrastructure recovery operations. Continuous feedback-driven learning updates resource profiles, workload profiles, and optimization policies to enhance resource utilization, execution efficiency, scalability, reliability, sustainability, fault tolerance, and overall performance of cloud infrastructure.
