Abstract: The present invention relates to an artificial intelligence based rural governance distress chain prediction system and method for identifying how village-level service gaps, grievance density, dependency failures, fund absorption gaps, infrastructure stress, welfare delivery delay, and local administrative capacity constraints may combine into a chain of rural governance distress. The system receives multi-signal village vulnerability data, department dependency data, grievance and service delay records, evidence indicators, and sector-wise rural governance parameters. The system calculates village vulnerability score, dependency failure score, chain-depth score, evidence escalation score, distress probability, and sector-specific intervention priority. The invention further generates explainable reason codes and routes corrective interventions according to sector type such as water supply, health, education, agriculture, welfare delivery, road access, local administration, and grievance redressal. The invention enables preventive identification of rural distress chains before isolated service gaps escalate into multi-sector governance failure.
