Abstract: Provided is an absorbent body manufacturing device and manufacturing method that are capable of manufacturing an absorbent body having a hybrid structure of a desired shape with high accuracy. A manufacturing device (1000A) comprises: an absorbent sheet forming unit (100) that forms an absorbent sheet (Sa) in which SAP is dispersed between a first sheet (S1) and a second sheet (S2), and presses the absorbent sheet with a press device; and a fiber stacking unit (300) that stacks fibers to form a fluff absorbent body (Fa), and stacks the fluff absorbent body on the absorbent sheet. When stacking the fluff absorbent body on the absorbent sheet, the fiber stacking unit overlaps a channel portion of the fluff absorbent body in which no fibers are arranged with a channel region of the absorbent sheet in which SAP is not dispersed.
