Abstract: An adaptive cognitive arbitration system (100) for real-time multimodal neuro-inclusive learning is provided. The adaptive cognitive arbitration system (100) includes a processor (112) communicatively coupled to a memory (114) storing executable instructions, a display interface (108), a voice input interface (102), an image capture interface (104), a tactile input interface (106), and an actuator (110). The processor (112) is configured to receive voice, handwritten, tactile, and touch interaction data, determine confidence values corresponding to the received interaction data, generate a cognitive interaction quality score based on the determined confidence values and behavioural interaction parameters, evaluate the cognitive interaction quality score against one or more decision criteria, generate adaptation instructions, modify at least one of an interaction modality, interface configuration, learning difficulty, and position of the image capture interface (104) through the actuator (110), and store session information and behavioural interaction data in the memory (114) for subsequent processing.
