A decision signal ingestion module (110) collects pseudonymised decision events; a strategic objective ontology module (120) with a mapping database (124) models objectives as a hierarchical graph; a contextual event detection engine (130) computes an impact projection vector for each detected change event. An adaptive decision alignment prediction engine (140) comprising a semantic alignment sub-model (142), a cascading conflict sub-model (144), and a decision inertia indicator sub-model (146) produces, from the said impact projection vector and telemetry, separately computed alignment scores, cascading conflict scores, and a behavioural inertia index, fused at an aggregation unit (148) into a composite decision alignment profile.
