The system (100) comprising a profiling engine (102) to collect teacher profile data and generate a feature vector; a selection engine (104) to assign weights to features to generate a Profile Importance Vector (PIV) and select assessment tasks based on the Profile Importance Vector (PIV); an adaptive item bank (106) configured to store the assessment tasks; a scoring engine (108) configured to adapt contextual content of the selected assessment tasks; a reporting engine (110) configured to calibrate generated scores and generate a calibrated proficiency report.
