Abstract: Rising energy costs and grid decarbonization requirements demand intelligent energy monitoring beyond traditional aggregate metering. The Adaptive Load-Wise Smart Energy Monitoring and Dynamic Billing System combines a CS5463-based 4 kHz smart energy meter with a cloud NILM disaggregation engine using sequence- to-point neural networks trained on REFIT and UK-DALE datasets to identify up to 15 appliance energy signatures. Dynamic TOU, RTP, and CPP tariff API integration enables real-time appliance-level cost computation. An LSTM autoencoder detects energy waste and consumption anomalies, while a reinforcement learning agent generates personalized load shifting optimization recommendations. A consumer mobile platform provides real-time power visualization, carbon tracking, peer benchmarking, and gamified energy-saving challenges. The system empowers households and businesses to reduce energy costs and environmental impact through intelligent, actionable energy insights.
