Abstract: A computer-implemented system and method provide collective policy outcome prediction using Adaptive Policy Ecosystem Intelligence. Policies that are conventionally evaluated independently are represented as an interconnected policy ecosystem containing relationships among multiple policies and sectors. A modification to a selected policy is received, policies and sectors interconnected with the selected policy are identified, and effects of the modification are propagated through the represented interconnections. Collective future outcomes are thereafter predicted over a selected time horizon, including long-term consequences extending to ten years. In an example involving artificial-intelligence policy, interconnected sectors include education, employment, labour, industries, cyber security, trade, international collaborations, foreign policy, and social acceptance. The system is applicable to governmental and institutional policy analysis for evaluating cross-sector consequences before policy modification.
