A Graph Neural Networkbased skill ontology engine identifies transferable competencies and hidden skill relationships. A hybrid recommendation engine combining collaborative filtering, content-based filtering. and XGBoost ranking matches returnees with region-specific employers. An entrepreneurship prediction engine employing Long Short-Term Memory (LSTM) and Bayesian optimization evaluates business feasibility, market demand, and capital risk.
