The server (105) comprises a controller (235) with a primary control unit (240), a secondary control unit (245), and a tertiary control unit (250). The primary control unit (240) generates referral proposals using a proactive referral-proposal agent (322) employing reinforcement learning. The secondary control unit (245) computes a confidence matrix, a compatibility index, and a behavioural index using a large-language-model inference engine (410). The tertiary control unit (250) manages registration, testing, and upskilling of tertiary users. A client component (700) on the user devices (110, 115, 120) displays the indices in real time through dashboards operated by a referhack engine (725) linking the server (105) and user devices.
