Abstract: Urban air pollution is a global health crisis that is caused by environmental degradation. Traditional monitoring infrastructure is often limited by high procurement costs, sensor oxidation and hardware dependencies that require heavy maintenance. In this paper, we propose a 100% software-defined IoT framework that abstracts the physical sensing layer, namely “Virtual Perception Layer”. The system uses the Open AQ REST API with stochastic generators implemented in Python to simulate the real-time behavior of the pollutants(PM2.5,COandNO2)without the need for hardware onsite. This core logic engine runs algorithms based on CPCB standards to compute the Air Quality Index (AQI). GitHub RESTAPI is used to create an immutable, version controlled cloud audit trail. The results suggest that the system can act as a reproducible digital twin for urban planners to fine-tune pollution mitigation strategies in a cost-effective and risk-free environment.
