Abstract: The present invention provides an AI-enhanced governance framework for higher education streamlines the planning of lifelong learning policies and the distribution of resources through the use of machine learning, predictive analytics, and natural language processing. This system includes a data ingestion interface designed to gather student, institutional, demographic, and labor information from various sources while adhering to stringent privacy regulations. A processor-managed NLP policy alignment engine employs Explainable AI (XAI) to review documents and public feedback, ensuring clear justifications for policy decisions. Meanwhile, a predictive decision support engine utilizes machine learning models and scenario simulations to anticipate the effects of policies, dropout rates, and shifts in the workforce before implementation. Furthermore, an AI-driven resource optimization tool leverages geospatial AI to assess budget scenarios and prioritize infrastructure and staffing needs in underfunded areas. FIG.1
