Abstract: The invention provides an integrated, open-source GIS-based system and computer-implemented method for the simulation and prediction of Land Use/Land Cover (LULC) changes in river sub-basins. The system comprises seven functional modules: (A) a Multi-Temporal LULC Data Ingestion Module for processing satellite-derived classified raster maps; (B) a Spatial Variable Derivation and Preprocessing Module generating DEM, slope, and proximity-based driver rasters; (C) a Transition Matrix Computation Module computing class-to-class transition probabilities; (D) a Hybrid Artificial Neural Network–Cellular Automata (ANN–CA) Modelling Engine that learns non-linear spatial transition patterns and simulates spatially explicit future LULC maps; (E) a Dual Validation Module employing both the Kappa coefficient and coefficient of determination R² in absolute area and change-delta modes; (F) a Future LULC Prediction Module; and (G) an SDG Impact Assessment Module that maps LULC change projections onto Sustainable Development
