Abstract: The present invention relates to a system for real-time traffic violation detection and automatic license plate extraction using intelligent machine learning, which is categorized into the fields of Artificial Intelligence (AI), Machine Learning (ML), Computer Vision, Image Processing, and Intelligent Transportation Systems (ITS). The invention offers an automated system for traffic activity monitoring, traffic violation detection, vehicle identification, license plate data acquisition, and creation of digital traffic enforcement reports. The proposed system will receive real-time video streams coming in from the surveillance cameras fixed at traffic junctions, highways, urban roads, and other observation points. The video data received is separated into image frames and is processed using image preprocessing techniques such as resizing, greying out, noise removal, and enhancement of the image contrast. An object detection method based on deep learning is used for the identification of different types of vehicles, while an object tracking mechanism constantly tracks the motion of the vehicles in subsequent frames. The system checks the speed of vehicles, lane, traffic light, trajectory of the vehicle, and other factors to find violations such as red-light violation, overspeeding, lane violation, and others. Once any traffic offense is detected by the system, there is an automatic detection of the image of the vehicle along with the localization of the license plate through the use of deep learning methods. Optical character recognition is used for the extraction of the vehicle's registration number from the license plate image. The registered number, along with the type of violation, date, time, and location is recorded in a central database. It has been proved through experimentation that the present invention is capable of delivering high detection accuracy of vehicles, dependable recognition of license plates, better detection of traffic violations, increased processing speed, and less need for human interaction than traditional traffic monitoring systems. The present invention can be used for installation in smart cities, intelligent transportation system, highways, toll plaza, parking management systems, municipal traffic management centers, and other automated traffic surveillance systems.
