Abstract: ABSTRACT The present disclosure relates to land record verification. The apparatus (102) includes a reconciliation controller (104) that queries multiple departmental databases and generates a consistency confidence score by comparing property records. A hardware security circuit (106) generates a digital signature using a private key. A microcontroller (108) determines a liveness classification from biometric data received via a biometric capture subsystem (110), computes a document-identity binding by hashing document images from a document scanner (112), and generates a chain-of-custody record combining the document-identity binding with the consistency confidence score. The hardware security circuit (106) signs the record, producing a signed chain-of-custody record stored to non-volatile storage (114) and transmitted to a remote repository (116). The signed chain-of-custody record cryptographically links a verified living person, a specific document, and a multi- departmental verification outcome into a single tamper-evident record, enabling detection of ownership fraud in land transactions.
