A video encoder (104) includes a motion-estimation datapath (104-1) that computes motion vectors and prediction errors. An arithmetic processing unit (106) includes an array of processing elements (106-1) operable in a first mode for motion estimation and a second mode for modular arithmetic operations. A scheduler (110) derives a motion-activity metric and allocates processing elements based on a slack threshold. A post-quantum cryptographic engine (112) generates a shared cryptographic key. An output encoder (114) generates a protected video stream.
