Abstract: ABSTRACT BLOCKCHAIN-BASED GOVERNMENT TENDER MANAGEMENT SYSTEM USING SMART CONTRACTS AND NFT AWARD CERTIFICATES A blockchain-based decentralized system (100) for government tender management is disclosed. The system comprises a blockchain layer (110) serving as the sole authoritative data source, a smart contract layer (120) implementing a Tender NFT contract (121) and a Bidding Platform contract (122) with a reverse auction engine (130) that enforces all bidding rules through on-chain pre-conditions. An NFT award certificate module (140) transfers non-transferable non- fungible tokens to winning contractors as cryptographically verifiable proof of contract award. An event-driven database indexer (150) populates a read-optimized relational database cache (153) exclusively from confirmed blockchain events for sub-second query performance. Tender documents are stored on the InterPlanetary File System (160) with content identifiers anchored on-chain. Wallet-based authentication (170) replaces password-based credentials.
