The present invention provides a cationic electrodeposition coating composition comprising a resin emulsion (i) and a pigment dispersion paste (ii), wherein the resin emulsion (i) contains an amine-modified epoxy resin (A) and a blocked isocyanate curing agent (B), the pigment dispersion paste (ii) contains a bismuth compound (C), an inorganic pigment (D), a pigment dispersion resin (E), and a surfactant (F), the pigment dispersion resin (E) has a cationic group, and the surfactant (F) is a nonionic surfactant having a polyoxyalkylene structure and having an HLB value of 14.8 to 18.7 inclusive, a solubility parameter (SP value) of 11.0 to 12.5 inclusive, and a weight average molecular weight of 1500 to 7000 inclusive. The present invention also provides a method for preparing the cationic electrodeposition coating composition.
