Abstract: The present invention discloses a citizen engagement terminal for public governance information delivery, authenticated service routing and multimodal grievance processing. The terminal comprises a kiosk housing, touch display, audio interface, document capture unit, identity credential interface, processor, encrypted local storage and communication interface. A citizen interaction engine receives citizen input through touch, speech or document capture and generates a normalized service intent record. A jurisdiction- aware service routing engine determines the appropriate public authority based on location, service category, administrative boundary, grievance type or scheme rule. An authentication module verifies a credential or service token while masking sensitive data. A document capture module associates supporting evidence with the service request. An offline transaction queue stores encrypted packets during network unavailability and synchronizes them after connectivity restoration. The invention enables multilingual guided access, structured grievance submission, secure acknowledgement generation and improved routing of citizen requests to public governance infrastructure.
