A controller processes real-time sensor data using machine learning and mechanistic-empirical models to predict pavement performance and generate control signals to adjust the state of the adaptive inclusions. The system operates in a closed-loop manner to maintain the effective structural response within a target performance envelope under varying traffic and environmental conditions.
