The decoding method comprises: on the basis of a prediction parameter of a current block, determining a prediction reference block of a current block; on the basis of a residual value of a brightness component of the current block and a brightness prediction reference block, determining a reconstruction value of the brightness component of the current block; on the basis of a chroma sampling point in a chroma prediction reference block, determining a model reference brightness sampling point set corresponding to the chroma sampling point; on the basis of the model reference brightness sampling point set, the residual value of the brightness component of the current block, and the prediction reference block of the current block, determining a model parameter of an inter-component prediction model; on the basis of the chroma sampling point in the chroma prediction reference block, determining a predicted reference brightness sampling point set corresponding to the chroma sampling point; on the basis of the model parameter of the inter- component prediction model, the predicted reference brightness sampling point set, the residual value of the brightness component of the current block, and the reconstruction value of the brightness component of the current block, determining a predicted value of the chroma component of the current block.
