Abstract: The present application belongs to the technical field of communications. Provided are a communication method and apparatus, which are used for improving the efficiency of operating a plurality of terminal devices. In the method, after receiving a random access request of a terminal device, an access network device can determine for the terminal device an identifier used in a first signaling layer, such that the access network device and a core network device can indicate the terminal device by means of the identifier, so as to operate the terminal device. That is, the access network device and the core network device can set, for each terminal device among a plurality of terminal devices that are required to be operated, an identifier that can be used in the first signaling layer. In this case, the access network device can initiatively trigger the random access of each of the plurality of terminal devices without depending on an indication of the core network device, and during the random access of each terminal device, the core network device can operate a terminal device which has completed the random access, and thus the efficiency of operating the plurality of terminal devices can be improved.
