Abstract: ABSTRACT COMMUNICATION SYSTEM AND BASE STATION A communication system that achieves reduction in delay time or the like at the 5 time of mobility includes: a base station that is applied to a fifth-generation wireless access system; and a communication terminal that connects to the base station. When a cell that is a connection destination of a communication terminal in communication via any one of a plurality of cells constituted by the base station is changed, the base station transmits, to the communication terminal, setting information for measuring 10 communication quality in a physical layer of the cell, the communication terminal measures the communication quality in another cell different from a cell being connected based on the setting information received from the base station, and transmits a measurement result to the base station, and the base station determines a cell to be a new connection destination of the communication terminal based on the measurement result. 15 [Fig 12]
