Abstract: The present disclosure relates to a computer-implemented system and method for generating, constructing, maintaining, querying, comparing, versioning, and selectively updating a Dynamic Competency Valuation Matrix (DCVM) from heterogeneous longitudinal workforce information. One or more processors acquire workforce information comprising employment histories, workforce skills, employment positions, organisational affiliations, industry sectors, employment duration, accumulated work experience, workforce mobility characteristics, career-transition information, and associated workforce attributes from one or more Human Resource information sources. The acquired workforce information is progressively transformed through successive machine-readable computational representations comprising a Longitudinal Career Transition Representation (LCTR), a Weighted Skill Graph Representation (WSGR), a Competency Representation (CR), a Statistical Representation (SR), a Predictive Representation (PR), an Explainability Representation (ER), and a Transition-Specific Competency Valuation Representation (TSCVR), each representation generating structured computational information for subsequent construction of the DCVM. The TSCVR generates a plurality of Transition-Specific Competency Valuation Records, each associated with corresponding Transition Context Identifiers (TCIs) and Competency Identifiers (CIDs). The disclosed architecture constructs the DCVM as a persistent, context-indexed, machine-readable competency intelligence repository comprising uniquely addressable repository entries logically organised according to the TCIs and CIDs, wherein each repository entry stores transition-specific competency intelligence including competency valuation measures, competency rankings, confidence measures, interaction information, observation-support information, computational provenance, repository version information, processing metadata, lifecycle metadata, and retrieval indices. The DCVM supports direct querying, retrieval, comparison, historical analysis, competency ranking, context-aware filtering, repository version management, selective updating, maintenance, and computational reuse of competency intelligence independently of the intermediate computational representations used to generate the repository contents. Upon receipt of updated workforce information, modified career-transition records, updated competency representations, regenerated competency contribution information, or revised computational metadata, repository dependency analysis identifies affected Transition Context Identifiers and selectively regenerates only repository entries associated with the affected career- transition contexts while preserving repository entries corresponding to unaffected contexts. Consequently, the disclosed repository architecture separates the computational generation of competency intelligence from its subsequent storage, retrieval, maintenance, and reuse, thereby reducing redundant computational processing, improving computational efficiency, repository scalability, analytical reusability, computational traceability, and version-controlled lifecycle management, while enabling seamless integration with Human Resource Analytics, competency management, recruitment, promotion recommendation, succession planning, workforce planning, leadership development, talent management, and organisational decision-support systems.
