Abstract: Abstract Disclosed is a system for cooperative emergency healthcare resource management comprising a communication interface, a memory storing digital-twin data, a display, and a processing unit. Operational data associated with a patient, a mobile healthcare resource, a healthcare facility, and a medical resource are received and used to update the digital-twin data. A dynamic healthcare graph is generated from the updated digital-twin data and analysed to determine a healthcare state and a predicted healthcare condition. A cooperative allocation is determined from the predicted healthcare condition and the dynamic healthcare graph. Resource-allocation information representing the cooperative allocation is displayed and transmitted through the communication interface. Execution feedback is subsequently received and used to update the digital-twin data and the dynamic healthcare graph. A succeeding cooperative allocation is determined from the updated dynamic healthcare graph. Fig. 1 Dated August 21, 2026 / Kumar Tushar Srivastava IN/PA-3973 Agent for the Applicant
