Abstract: Disclosed are a cutting-off device and a winding machine. The cutting-off device comprises: a bottom plate; a cutting-off assembly, arranged on the bottom plate, the cutting-off assembly comprising a cutting-off support, and a cutting-off member being arranged on the cutting-off support; a dust removal assembly, arranged on the bottom plate, the dust removal assembly comprising a dust suction box and a negative pressure member, a dust collection cavity being formed in the dust suction box, the negative pressure member being communicated with the dust collection cavity, the side of the dust suction box facing the cutting-off member being provided with a dust suction opening, and the dust suction opening being communicated with the dust collection cavity; an air feeding assembly, arranged on the bottom plate, the dust removal assembly and the air feeding assembly being arranged on two sides of the cutting-off member respectively, the air feeding assembly comprising an air feeding member, the side of the air feeding member facing the cutting-off member being recessed inwards to form a cutting-off groove, and the air feeding member being provided with air inlet holes communicating with the cutting-off groove; and a driving assembly, the driving assembly driving at least one of the cutting-off assembly, the dust removal assembly and the air feeding assembly to move, so as to cause the cutting-off member to be located between the air feeding member and the dust suction box, and to enable the air feeding member to abut against the dust suction box. The opening of the cutting-off groove can cover the dust suction opening and form a working cavity for accommodating the cutting-off member; and, the cutting-off member cuts off materials in the working cavity, and air flowing into the working cavity through the air inlet holes brings dust on the materials to the dust suction opening, so as to enable the dust to flow into the dust collection cavity.
