Abstract: The present disclosure relates to a disaster resilience and management system (100). The system (100) includes an edge device (126) having a communication interface (128), a microcontroller (130), and a memory (131) storing a deterministic rule-based decision engine. The microcontroller (130) acquires current readings from an electrical current sensor (140) and sensor readings from a sensor subsystem (132). During an online operating mode, the microcontroller (130) transmits sensor readings to a remote processing system (102) and receives hazard prediction data. Upon detecting a predefined outage criterion or loss of communication, the microcontroller (130) transitions to an autonomous offline operating mode and locally determines a hazard condition by correlating at least two independent sensor readings. The microcontroller (130) actuates an actuator subsystem (146) comprising a servo actuator (148), generates a local notification through a visual indicator (150), and periodically attempts communication recovery.
