Abstract: Disclosed herein is an apparatus is disclosed. The apparatus is configured to monitor one or more network charactertics associated with at least one associated cell. The apparatus is also configured to determine, based on the one or more network characteristics, whether the at least one associated cell requires transition between a default mode and a Network Energy Saving (NES) mode. In response to determining that the at least one associated cell requires transition from the default mode to the NES mode, the apparatus is configured to determine, based on cell mapping information, at least one anchor cell for the at least one associated cell to enable NES mode at the at least one associated cell.
