The shell member (1) includes at least one shell-hole (13) formed on a side surface of the shell member (1). The inner pipe (2) includes at least one inner-hole (23) formed on a side surface of the inner pipe (2). An internal space (6) surrounded by the shell member (1) includes a side space (60) between the side surface of the shell member (1) and the side surface of the inner pipe (2) and from the at least one shell-hole (13) to the at least one inner-hole (23). The side space (60) includes a narrow portion (61) at a first position (61A) in the side space (60). The narrow portion (61) is a space having a cross section orthogonal to an extending direction, and an area of the cross section is relatively small compared to an area of a cross section at a second position (61B) which is a specified position in the side space (60) other than the first position (61A).
