Abstract: A cyber-physical governance system (10) includes sensors (101), actuators (102), a pluggable cognitive module (300), and a Governance Kernel (200) interposed between the pluggable cognitive module (300) and the actuators (102). The Governance Kernel (200) receives an AI-originated proposed action as a governed proposal rather than as a direct actuator command, classifies risk, evaluates policy, applies phase and budget governance, routes the governed proposal to a human operator (400) when required, and permits execution through an execution module (205B) only after approval. Successful execution is verified before post-execution evaluation and budget accounting. An authority linter (211) enforces layer sole-authority, a learning module (206) routes bounded parameter adjustments through governance, and opacity classification elevates governance routing for less inspectable cognitive sources. In further embodiments, a conflict module groups competing proposals targeting a same capability scope, and externally discovered tool definitions from a protocol session are translated into governed capability identifiers routed through the same governance path. The pluggable cognitive module is architecture-agnostic and can be any predictive, generative, planning, or decisioning component. The system thereby controls whether cognitive outputs may cause physical or operational effects.
