The system (100) comprises a telemetry collection module (110) for collecting real-time resource utilization metrics from a plurality of computing hosts (160), an LSTM-based forecasting module (120) for predicting short-horizon resource utilization, a tiered routing module (130) comprising an efficient tier (132) and a fallback tier (134) for classifying and directing workloads, a constraint enforcement module (140) for enforcing capacity limits, migration budgets, and SLA thresholds, and a metrics logging module (150) for recording operational metrics. The system (100) operates as a closed- loop control architecture that proactively consolidates predictable workloads on energy-efficient hosts while absorbing uncertain demand in bounded fallback capacity. Experimental validation demonstrates a 27.4 percent reduction in energy consumption over reactive baselines while maintaining SLA compliance and reducing migration overhead. [
