Abstract: Embodiments of the present disclosure relate to a hybrid quantum-classical system (100) for managing emergency response and resource coordination in real-time within smart city environments. The system acquires real-time and static urban data. The system constructs a dynamic weighted graph representing current urban conditions from the acquired real-time and static urban data using a graph builder unit (106). The system extracts incident-specific subgraphs and determines k-shortest path candidates using a preprocessing and partitioning unit (108). The system encodes candidate routes and resource allocation subproblems into quantum optimization representations and generates resource allocation solutions using a quantum optimization unit (110), with results validated against operational constraints by a classical constraint solver (112). The system refines solutions using a hybrid coordinator (114) iteratively, and modifies infeasible routes and ranks valid assignments using a postprocessor (116). Final routing and responder decisions are transmitted via communication interface (120) and updated dynamically as conditions change.
